Understanding Luggins' Character Development In The Second Bad Guys Movie, From Normal To Mistrusted, To Bright And Understandable!

Hey Guys, While I Was Watching The Bad Guys 2, I Have Noticed How The Commissioner Changes From Being  A Mistrusted Character In The Begining, To A Kind And Awesome Person In The End...

It's Quite Intresting To See How The Former Chief Has Evolved Into A Sensitive Character In The Sequel, In The First Movie, She Was A Former Jerk With A Huge Knack For Chasing People And Being An Antagonist For The Bad Guys, In The Sequel, Some Of Her Personalies Shift From This...

The scene where the Bad Guys help Commissioner Luggins connect the clues behind the Phantom Bandit's heists provides quite a bit of material, As Mrs. Luggins Is Now Changed Into Her Former Chief Personality, In The Begining, Mr. Wolf Fails To Notice How The Chief Is Now A Commissioner...

  • To begin with, Luggins' spit-take when she sees Wolf, the former criminal she's suspected of the heists, sitting nonchalantly in her office.
  • When Wolf teasingly asks what the difference is between being police chief and commissioner, Luggins actually takes the question seriously for a moment.
    Luggins: Well, the chief is the top uniformed officer, whereas — WHY AM I EXPLAINING THIS TO YOU?! (GASP) Did you touch my board? My board. My beautiful board!
    Wolf: Oh, I'm sorry. I thought it said (in a high pitch voice) "Solve me!"
  • Luggins then threatens to call the governor...Diane Foxington, who would have likely backed Wolf up if the commissioner had followed through.
    • Bonus points for Wolf's bruised eye being focused on when he smugly replies it was essentially Diane's idea.
  • As Wolf and Luggins walk through the security footage of the heists, Wolf sees the opportunity to bring in the expert opinions of the rest of the team, to varying degrees of funny.
    • Tarantula reflects on the hacking methods that the Phantom Bandit is using. Luggins has trouble following, so Tarantula uses layman's terms.
      Tarantula: Your Bandit is clever, but not as clever as he thinks he is.
    • Shark, with his experience as a master of disguise, is quick to spot that one of the janitors in the security footage is suspicious. Which he points out in hammy fashion...but not before leaning on an unamused Luggins' face while she's sitting nearby in a chair. And swipes her coffee to take a swig.
    • Piranha, meanwhile, outlines how the Phantom Bandit probably circumnavigated security...while wondering why there's pickles in the burrito that he's eating. Wait, why is there a burrito?
      Luggins: Because that's my lunch! Who said you could eat my lunch?!
      Piranha: (innocently, while pointing at Wolf) Well, he said there was lunch.
    • By the time they're trying to figure out why the Phantom Bandit is stealing certain treasures while ignoring others, Luggins knows where this is going.
      Luggins: Well, why don't you call some more people to barge in and help?!
      The Bad Guys: Oooh!



When Commissioner Luggins calls to tell the Bad Guys that she knows where the Phantom Bandit is going to strike next, Shark freaks out and throws Wolf's cellphone so far away it disappears over the horizon.
He reflexively knocks out Commissioner Luggins at the luchador tournament.

Anyways, Throughout The Movie, After That Scene Where The Commissioner Chases The Bad Guys In The Tournament, Now, Throughout The Movie, During The Rocket Launch Scene, The Comissioner Manages To Turn Into A Rivaly By Managing To Arrest The Bad Guys After That Failed Upload Thingy... 


  • Despite her initial mistrust of the Bad Guys, Commissioner Luggins eventually warms up to the Bad Guys helping her out, to the point where she gleefully greets them at the Luchador tournament. Pity about the Frame-Up, though...
    • Even though she refuses to listen when she catches the Bad Guys, Luggins can't shake the apology letter they wrote her, and decides to give them a chance to prove that they're telling the truth.
    • Throughout the film, Wolf keeps forgetting that Luggins is now the Commissioner and still addresses her as "Chief", to her annoyance. Just before he and his friends jump onto the rocket, we get this:
      Luggins: Remember, when you come back, you're under arrest!
      Wolf: You got it...(smiles)...Commissioner.
      Luggins: (tearing up) Go get 'em, guys!
    • When the Bad Guys make the jump to the Moon-X rocket, Luggins sees them off with a salute, cementing her respect for them.
    • When Diane is exposed as the Crimson Paw to the social media, Luggins leaves a comment alongside everyone else. But instead of expressing anger or denouncing her straight out of the gate, she claims that she just wants an explanation, implying that she at least wants to hear Diane out before passing judgement.
    • At the staged funeral for the Bad Guys, Luggins speaks of the Bad Guys in high esteem, tearfully declaring that they put themselves on the line even when no one believed in them, and how much she wishes they were still alive. She even considered them to be her best friends.
    • And, when it’s shown that the Bad Guys survived, it's also revealed that Luggins somehow got in touch with a secret international spy organization and convinced them to hire the Bad Guys as elite covert ops agents. Her giddy delight in making the offer to the team shows how much she's warmed up to them.


Anyways, We Finally Explain The Truth Of Luggins' Character Development, And How She Went To Normal To Mistrusted, To Bright And Understandable! - R.T
